My Toilet Won't Flush. Help
I just went pee and flushed the toilet. Every thing went down (including two small pieces of tissue) and then I noticed the toilet kept making a running sound. Then I noticed it would not flush. It isn't clogged up or anything. I opened the lid and this is how it looks
I just moved into this apartment in the new year and the toilet has been working fine. I don't know why it suddenly went like this but I need it fixed before 5am tomorrow morning.
What can I do?
I just went back in and now it's flushing but it is still making that running sound.

Here is my take on this problem. The toilet flushed fine, one time, this morning because there was ample time given between flushing to fill the reservoir, after the initial flush there is not enough water to get a full flush.
The problem? Well I am fairly sure the the chain is connected by a hook, (shown in picture) and is not broken. Being that the bottom seal on the flapper can not be seen in the angle of this picture I suggest someone manually lift the flapper and check the seal. If the seal is free from rips or built up crusting then check the chain. Is the chain somehow kinked or wrapped preventing the flapper from fully seating/falling and leaving an opening that might be causing the continuous running?
Let me ask do you notice a "running" stream of water in the toilet bowl itself while the tank is attempting to refill? This type of run on in the bowl is cause by flapper problems. If there is no running of water in the bowl then the flapper can be ruled out.
* simple test for checking flapper leak is food coloring. Add a couple three drops in tank,(do not flush) look in toilet bowl if the flapper leaks there will be a colored stream "running" in the bowl.
Otherwise I noticed that the float appearing to be dripping giving a ripple effect from a drip in the picture. The float could be taking water in but this would not cause a visible run on in the bowl just a slowed time for filling the tank to the fill line and or a running sound as indicated. Because the toilet flushed once than stopped I would tend to follow this as a solution.
1. Fill mop pail or bucket with water, flush toilet. When toilet is refilling aid fill by using pail/bucket do not pass water line.
2. Once filled, wait and listen at least three minutes for the "running sound" you have heard before. If you continue to hear a running sound, water is leaking out of the tank somewhere causing the tank to want to refill. If there is no sound as before then do step three.
3. Flush again, if all seems to be operating correctly the real problem would be the sound made from a longer refill time due to water in the float. All flushed, watch for running water in bowl and listen for running water?
If I am correct at this point everything seems fine except for the fill time and running water sound. If you can fill by bucket and stop the sound and yet flush again simple by aiding the fill with a bucket of water then change the float and the problem should be corrected.
